Encoders take a WAV file (or on Macs, an AIFF file) and encode them with Layer-3, producing a much smaller, but equal quality, MP3 file. Most encoders work in reverse as a decoder, allowing you to convert an MP3 back to a WAV file.
Encoders that use Fraunhofer's professional codec are the best. The MP3 Compressor and MPEG Producer Pro both come with the full version of it, and are the best encoders for Win 95/NT. But, these programs can not be distributed freely.
Many encoders also have decoding features. MP3 2 WAV is the only stand-alone decoder that I know of.
